Neighbourhood Planning

This page contains details of local areas within Cannock Chase District that have been designated Neighbourhood Areas and are writing a Neighbourhood Plan to provide additional local Planning guidance within their areas.

Hednesford Neighbourhood Plan

Adoption

The Hednesford Neighbourhood Plan was adopted at a Council meeting on 28th November 2018 and now forms part of the development plan for the District.

Referendum

The referendum on the Hednesford Neighbourhood Plan took place on Thursday 11th October and the full results are available on the Councils’ Elections team webpage.  The vote result was a yes vote to make the Neighbourhood Plan an official document for use in determining planning applications within the Hednesford Neighbourhood Area.  The neighbourhood plan was independently examined in 2018 and the examiner recommended that subject to some modifications the plan should proceed to referendum. Cannock Chase District Council agreed with the examiner’s recommendations and decided to progress the plan to referendum (decision issued 2nd August 2018).  The neighbourhood plan and other background documents are available to view via the links below.  For further details on the referendum process itself please see the ‘Information Statement’ and the Councils’ Elections team webpage.

Examiner Report and Decision Statement

Cannock Chase District Council has published its ‘decision statement’ in response to the Examiners report for the Hednesford Neighbourhood Plan (received 28th June 2018).  The ‘decision statement’ sets out the Council’s decisions on the Examiners recommendations and the reasons for those decisions.  It concludes that the Hednesford Neighbourhood Plan (as modified) meets the basic conditions, and other relevant legal requirements, and can therefore proceed to referendum.  Further details on the referendum will be made available separately in due course.  The ‘decision statement’ and the Examiners report are available to view below or hard copies are available to view at the following locations during normal opening hours:

Examination

 

The local authority consultation period (Regulation 16) on the Hednesford Neighbourhood Plan ended on 26th March 2018.  The Neighbourhood Plan, its supporting documents and representations received to the consultation were submitted to the appointed Examiner for the independent Examination (see documents in drop down menu, available to view below).

Hednesford Neighbourhood Area

Hednesford Town Council applied to Cannock Chase Council for the land within the Town boundary to be designated as a Neighbourhood Area on 22.04.14. In order for the Hednesford Town Council area to be designated as a Neighbourhood Area the Neighbourhood Planning (General) Regulations 2012 required the Town Council to apply to Cannock Chase Council. The application stated why the area is considered suitable to be designated, named the organisation making the application and included a map to show the area affected by the designation.

The consultation ran from 21.07.14 to 14.09.14 and no objections were received in response to the proposal.  The Council Cabinet ratified the designation of Hednesford Neighbourhood Area on the 20.11.2014.

Hednesford Neighbourhood Plan

Hednesford Town Council has prepared a Neighbourhood Plan, which has been submitted to Cannock Chase Council.  The Neighbourhood Plan contains a number of policies for guiding the future development of the Hednesford Neighbourhood Area (the Hednesford Town Parish area).  The Town Council undertook consultation on drafts of the Plan in September-October 2017 (Regulation 14 consultation- Neighbourhood Planning (General) Regulations 2012) and in July-August 2016 (pre Regulation 14 consultation).  The Town Council then submitted the Plan to the District Council for a further consultation (Regulation 16 ‘local authority publicity period’- Neighbourhood Planning (General) Regulations 2012)

The District Council consultation ran from 12th February-26th March 2018 (in accordance with Regulation 16- Neighbourhood Planning (General) Regulations 2012).  For details of the consultation please refer to the consultation letter and representation form.  The plan has now been submitted to an independent examiner who will take account of all information submitted, including comments made at the Regulation 16 consultation stage. If the examiner finds the plan meets the relevant statutory tests then it can proceed to a referendum which is where the community in the Parish get to vote on whether they want the plan to be adopted by Cannock Chase Council. If the majority votes in favour of the plan then it can be used to help determine planning applications in the area.

Brereton & Ravenhill Neighbourhood Area

Brereton and Ravenhill Parish Council applied to Cannock Chase Council for the land within the Parish boundary to be designated as a Neighbourhood Area.

In order for Brereton and Ravenhill Parish to be designated as a Neighbourhood Area the Neighbourhood Planning (General) Regulations 2012 required the Parish Council to apply to Cannock Chase Council stating why the area is suitable to be designated, naming the organisation making the application and providing a map to show the area affected by the designation.  The folowing supporting information has been provided:

  • A map of the proposed Neighbourhood Area (The land within the red boundary marked Brereton and Ravenhill CP)
  • Letters of correspondence between the Parish and District Councils regarding the application process

The regulations then required Cannock Chase Council to publicise the application to allow people who live, work and run businesses in the area to make representations on the proposals.  The consultation ran from Friday 19th October until Friday 30th November 2012.  The Council received seven consultation responses in support of the proposal and none against.  Cabinet made the decision to  designate Brereton & Ravenhill Parish as a Neighbourhood Area on 17.01.2013.

Brereton & Ravenhill Parish Council have set up the Brereton & Ravenhill Neighbourhood Development Plan Steering Committee, in order to progress work on a plan for their Parish.  The committee holds monthly public meetings to discuss the content of the plan, has carried out public consultations on ideas for the plan content, and with the aid of specialist consultants has already produced some content to help form the first part of a draft plan.

Norton Canes Parish Council applied to Cannock Chase Council for land within the District Council boundary to be designated as a Neighbourhood Area in November 2017 (in accordance with Regulation 5 of The Neighbourhood Planning Regulations 2012,
as amended).  The following information was provided to support the application:

  • A map of the proposed Neighbourhood Area
  • An application form submitted by the Parish Council to the District Council, including statements on why the area was appropriate for designation and that the organisation making the application was a ‘relevant body’.

The application for the Neighbourhood Area designation was for the whole of the Norton Canes Parish only.  The District Council is therefore required to designate the Neighbourhood Area as requested and no public consultation on the application is required
(in accordance with the The Neighbourhood Planning Regulations (2012, as amended) Regulation 5A). On the 10th January 2018, Cannock Chase Council (via delegated authority) resolved to designate the Norton Canes Parish as the Norton Canes Neighbourhood Area.

Norton Canes Parish Council has appointed consultants to produce a Neighbourhood Plan for the Neighbourhood Area and set up a Steering Group who meet regularly to support the production of the plan.

Cannock Wood Neighbourhood Plan

Cannock Wood Parish Council applied to Cannock Chase Council for land within the District Council boundary to be designated as a Neighbourhood Area in May 2019 (in accordance with Regulation 5 of The Neighbourhood Planning Regulations 2012,
as amended).  The following information was provided to support the application:

  • A map of the proposed Neighbourhood Area
  • An application form submitted by the Parish Council to the District Council, including statements on why the area was appropriate for designation and that the organisation making the application was a ‘relevant body’.
